I remember watching the televised newscast of President George H. W. Bush signing the Americans With Disabilities Act (ADA) into law on July 26, 1990, thinking it was a “nice” law but couldn’t imagine that I would ever be much impacted by its passage.

The current California developmental disabilities system, once a model system for the entire nation in providing individualized, community-based care for children and adults with intellectual and developmental disabilities, is starving for funds to keep programs going.
